Why do your office functions have to be contests . . . and with beer? Can't you just have a potluck during the lunch hour?
At our office, we have several functions throughout the year, none of which have beer. (Definitely not allowed in the workplace due to the liability.) One of our staff members even organized a swap where folks brought kitchenware they did not use and everyone had a chance to take something home. We have even done this with children's clothing, cookies during the holidays, etc.
Our office is relatively small (40) but we always have tremendous participation be it for a baby shower, Halloween, or a scrapbooking session.
